First Street Road Repair/Projects Update – January 2017

First Street in Gilroy has been deteriorating significantly.  Its poor condition is the subject of many inquiries and complaints to the City. We are just as frustrated as other community members with the condition of this important and heavily traveled roadway. Some spot repairs have been done in recent months, but the overall condition remains very poor. City elected leaders and staff are working very hard to solve this problem as soon as possible, but since it is a section of State Highway 152, the city is limited as to what can be done without the approval and funding by the state of California.

The improvement of this roadway consists of two main phases. Phase one is a City of Gilroy project that will replace an over century old 16” waterline with a new 24” water line under First Street.  The water line will go from Monterey Road to Santa Teresa Boulevard.  Since this pipeline is under the roadway, a Caltrans permit is required before construction can begin. This phase must be completed before the roadway is resurfaced.

Phase two is the actual repaving of the roadway. Recently, City leadership met with the Director of Caltrans District 4 to discuss options for paving HWY 152 / First Street in Gilroy.  Following are the three options discussed.

Option 1 – Caltrans completes project without assistance from the CityProject may be programmed (not constructed) by Caltrans in 2018.  Project would compete with other Caltrans projects for its share of funds . Construction may occur in approximately 2021.

Option 2 – City borrows $5M from the Valley Transportation Authority (VTA). City completes environmental documents and project and obtains the permit from Caltrans.  Estimated that project would be ready to go to bid by 2018. First Street pavement rehab project would be constructed in 2018/2019if the City constructed the First Street pavement project with funds borrowed from VTA, the City would likely not get reimbursed by Caltrans.

Option 3 (preferred option) – City borrows $1M and designs project. The City would pay for the environmental documents and the design with either City funds or funds borrowed from VTA.  The design work, estimated to be approximately $1M, could be started as soon as possible.  These funds would not be reimbursed by Caltrans, but the cost is only $1M instead of $5M. The City could advertise and begin construction as soon as the financial contribution agreement has been signed, possibly completing the project in 2018/2019.

Please be assured that the repair of this roadway is a highest priority, and city officials are exploring all avenues to solve correct this problem as soon as possible.
