Proposed rates for water and wastewater services
City Council approved the commencement of the Proposition 218 process for the increase in water and wastewater rates. This action fulfills the Council’s goal of maintaining a financially sustainable high performing city. A rate study was performed and included a review of the existing rate structure of the two enterprise operations, capital funding, and reserve levels. A review of surrounding water and wastewater rates was also completed. Recommendations were also made based on industry standards and other common practices for utility services. Proposition 218 requires a public utility to provide notification of proposed rate changes, inform property owners/customers of the protest mechanism and the time frame for response, and provide a public hearing on the proposed rates. The City will hold a public hearing on August 17th. The water and wastewater rate increases are anticipated to be effective on September 1, 2015 and will allow the City to recover the costs of its water and wastewater enterprises.
