Housing and Community Development administers the Community Development Block Grant (CDBG) funds from the Department of Housing and Urban Development (HUD) as well as housing the local Housing Trust fund. The HUD funds are used in Gilroy to benefit primarily low and moderate income individuals or neighborhood through services or capital projects. The Housing Trust Fund provides housing-related loans and grants.

Notice of 30-Day Public Comment Period: Annual Action Plan Substantial Amendment #1 for FY 2019-2020 

In accordance with the City of Gilroy’s Citizen Participation Plan  and the requirements of the U.S. Department of Housing and Urban Development (HUD) regulation 24 CFR 91.105, a public comment period is being circulated to solicit public comments and questions regarding the proposed action. The purpose of this comment period will be to provide the public an opportunity to comment on the Annual Action Plan Substantial Amendment #1 FY 2019/2020. The substantial amendment will result in the allocation of funds to a new project that was not previously identified that will be funded through prior year resources from projects that have not come to fruition. 

The Substantial Amendment seeks to take the following actions:

1. Fund the 2020 Sidewalk Gap Closure and Curb Ramp Improvement Project for a total of $544,229 in CDBG funding.

2. The project will utilize current 19/20 entitlement funds, as well as "prior year resources" from projects that were never completed or did not come to fruition.

In keeping with federal requirements, the City is accepting comments from the public for a period of 30 days, beginning January 24, 2020 and ending on February 24, 2020. The proposed substantial amendment will be posted on the City’s official website at www.cityofgilroy.org. Copies of the substantial amendment will be available at the Community Development Department at City Hall, 7351 Rosanna Street, and the Gilroy Library, 350 W. 6th Street. Additionally, a public hearing will be held at the City Council meeting on February 24, 2020 at 6:00pm. City Council Chambers are located at City Hall, 7351 Rosanna Street. Interested parties are encouraged to attend this public hearing to ensure comments are heard and given consideration. Comments received during this comment period and at the public will be listed and addressed in the final substantial amendment to the Action Plan that will be submitted to HUD for final approval.
