Empower Homebuyers SCC Program (Empower) is a down payment assistance loan program designed to help first-time homebuyers who live or work in Santa Clara County. The Empower program offers down payment assistance of up to 30% of the purchase price with a maximum loan amount of $250,000. There is no maximum purchase price. With a minimum 3% down payment required from the buyer, a 33% down payment on the home is possible. As a 30-year deferred loan, no monthly loan payments are required.
