The Planning Division maintains an interactive web application which shows projects that are currently in the approval process or under construction. The application shows the type of development, the name of the project, and a brief description of the project.

Information available includes the project name, brief description, address / location, applicant contact information, application file numbers, and assigned project planner. California state law recognizes that local governments play a vital role in developing affordable housing. In 1969, the state mandated that all California cities, towns and counties must plan for the housing needs of our residents—regardless of income.
This state mandate is called the Housing Element and Regional Housing Needs Allocation (RHNA). As part of RHNA, the California Department of Housing and Community Development, or HCD, determines the total number of new homes the Bay Area needs to build—and how affordable those homes need to be—in order to meet the housing needs of people at all income levels. Each local government must then update the Housing Element of its General Plan to show the locations where housing can be built and the policies and strategies necessary to meet the community’s housing needs.
The City's current Housing Element is for the planning period from 2015 - 2023. The City of Gilroy will begin the process of updating its Housing Element in spring/summer 2021. The City will host a series of community meetings and public hearings prior to its anticipated adoption in late 2022. The new Housing Element will cover the planning period from 2023 - 2030.

The Glen Loma Ranch Development is located in the western rolling foothills of Gilroy Between Santa Teresa Boulevard and Uvas Creek. The site was historically part of Henry Miller's ranch enterprise and has been owned by the Filice family since the 1930s. The specific plan for this development was approved in 2005 after a process that involved city officials, planners, and input from the local community.
The site will feature 17 distinct neighborhoods filled with trails, open space, and a town center. The neighborhood will be in close proximity to schools such as Las Animas Elementary School, Ascencion Solorano Middle School, and Gilroy High School. The neighborhoods will also be in close proximity to Christmas Hill Park.
The project involves numerous phases that will build out the neighborhoods along with the related infrastructure projects such as streets, roundabouts, trails, parks, and much more. Learn more about this project and keep up to date on the latest developments through here.

The City of Gilroy is creating objective standards for multi-family residential projects to conform with State law changes that require local jurisdictions to adopt objective standards and streamline the review and permitting processes for housing development.
What are Objective Standards?
State law defines objective standards as those that “involve no personal or subjective judgement by a public official and are uniformly verifiable by reference to an external and uniform benchmark or criterion available and knowable by both the development applicant and public official prior to submittal.”
An example of an objective standard is “setback the front façade of the building at least 26-feet from the face of curb”, while a subjective standard would require “all new projects to be compatible with the character of the neighborhood”.
The City Council will conduct a publicly accessible virtual Study Session in March 2021 and will be given an overview of this project and next steps including the anticipated completion in fall 2021. The City will hold public hearings with the Planning Commission and City Council prior to adoption of the objective design standards.
