The City of Gilroy Appoints Interim City Administrator


Tuesday, July 29, 2025 (Gilroy, CA): The Gilroy City Council has appointed Brad Kilger as the Interim City Administrator for the City of Gilroy.

Mr. Kilger brings a wealth of experience to the city, with more than 35 years of senior-level leadership in municipal government. He has served as City Manager for the communities of Martinez, Benicia, Ceres, and Yucca Valley, and has held key roles in community and economic development for Yucca Valley, Apple Valley, Murrieta, and San Bernardino. His proven ability to step into complex leadership roles is further demonstrated through his successful interim City Manager appointments in Gustine, Calistoga, Los Altos, and South Lake Tahoe. In addition to his professional service, Mr. Kilger contributes to the field as a Senior Advisor with the International City/County Management Association (ICMA). He holds a Bachelor of Science in Environmental Sciences and Urban Studies from the University of California, Riverside, a Master of Business Administration with a concentration in Management from California State University, San Bernardino, and a certificate in Economic Development from California State University.

When asked about the appointment, Mayor Greg Bozzo shared, “We are pleased to welcome Mr. Kilger to Gilroy. His deep experience in city management and economic development, along with his steady leadership in both permanent and interim roles across California, makes him well-suited to guide our city during this transitional period. We’re confident he will be a strong partner to the Council, staff, and community.”

Mr. Kilger’s appointment follows the upcoming retirement of former City Administrator Jimmy Forbis, who is set to retire on July 31, 2025. Mr. Kilger will begin his new role on Tuesday, July 29, 2025, allowing for a brief transition period and ensuring continuity in leadership. 

The City of Gilroy is currently conducting a recruitment process for the permanent City Administrator position, which is expected to take several months.
