The City’s Final Report regarding the Transition from At-Large to By-District Elections is now available on the City’s website. This report documents the specific criteria used during the districting process and describes the reasoning and decisions made when communities of interest (COI) were split.
While the City did its best to maintain as many COIs as possible, splits were necessary to follow the higher-ranking criteria set forth by the FAIR MAPS Act. As required, the City of Gilroy adopted a map that ensures the population is well balanced, uses the appropriate census dataset, follows the Federal Voting Rights Act, and does not discriminate or favor a political party, incumbent, or candidate.
The districting process started in February 2025, when the City Council adopted a resolution declaring its intent to transition to a district-based elections after receiving a letter from an attorney alleging that the City was in violation of the California Voting Rights Act.
In June, following six public hearings and two public workshops, a final map was adopted, and the sequencing of districts was scheduled with Districts 4, 5, and 6 up for election in 2026 and Districts 1, 2, and 3 up for election in 2028.
