Housing and Community Services Division

The Housing and Community Services Division implements projects and programs to adHousing & Community Development Collagedress affordable housing production, preservation, and protection for a diverse community and assist families and individuals that are experiencing, or at risk of, homelessness. The Division focuses on housing efforts, public service grants, unhoused efforts, below- market- rate home ownership programs, and is a resource to connect Gilroy residents to homebuyer assistance programs, accessory dwelling unit (ADU) programs, emergency housing, unhoused services, rental assistance, tenant/landlord services, and mortgage relief assistance. The Division coordinates activities that create and implement housing programs and resources to support long-term housing stability and affordability for the community, including unhoused and vulnerable residents.

Grant Funds

Community Development Block Grant (CDBG)

Gilroy receives an annual CDBG entitlement grant from the U.S. Department of Housing and Urban Development (HUD). These funds are intended for local use to benefit primarily low- and moderate-income individuals or neighborhoods.

Permanent Local Housing Allocation (PLHA)

Gilroy, along with several jurisdictions in Santa Clara County, participates in the Santa Clara County PLHA Consortium. Senate Bill 2 (SB2), known as the Building Homes and Jobs Act, established the PLHA Program and instituted a $75 recording fee on real estate transactions. This is a permanent funding source to be allocated to qualifying jurisdictions. Qualifying jurisdictions are those eligible to receive annual allocations of federal CDBG funds. Santa Clara County administers the PLHA funds for the consortium jurisdictions. Gilroy PLHA funding allocation began in the 2022-2023 fiscal year.

This program is for extremely low to low-income first-time homebuyers, including agricultural workers, who live or work in Santa Clara County and are looking to purchase a manufactured home as their primary residence.
